Indiana's agricultural heartland has secured the state's first Biofuel Development Opportunity (BDO) Zone investment-grade rating, positioning Noble County as an attractive hub for bio-based industrial development in the Midwest.
The 'A' rating, issued in early September, certifies the region can sustainably supply 475,000 bone dry tons of corn stover annually to feedstock-hungry bioprocessing facilities.
The BDO Zone Initiative, which certifies regional readiness for biomanufacturing, bases its ratings on a region's feedstock availability, supply chain logistics, and infrastructure capacity.
Noble County's approval marks recognition of its agricultural infrastructure, production maturity, and proximity to shovel-ready industrial sites. The rating encompasses a 75-mile radius centered on Ligonier, Indiana.
The region's 'A' rating reflects the interplay of agricultural supply and industrial infrastructure. Noble County's long history of corn production ensures reliable feedstock availability, bolstered by consistent demand from nearby ethanol plants and livestock operations.
Critically, current low utilisation of corn stover—a biomass byproduct typically left in fields—means abundant supply redundancy with minimal transportation distances, a key economics driver for processing facilities.
The anchor site is Ligonier Industrial Park, a 10-acre, shovel-ready facility zoned for industrial use. The park offers full in-park utilities including three-phase electric, natural gas, municipal water and wastewater service, and 1 Gbps fiber connectivity. Rail access and nearby airports round out logistics infrastructure essential for biofuel and biochemical facilities targeting national and export markets.
Tara Streb, interim executive director of Be Noble Inc., the regional economic development organisation, highlighted the convergence of factors: 'Noble County offers the key ingredients for successful bio-based investment: abundant feedstock, experienced producers, and site-ready infrastructure. Our 'A' rating reflects the strength of our agricultural economy and the development readiness of the Ligonier Industrial Park.'
The rating could accelerate developer interest in the Midwest, according to Jordan Solomon, chairman of the BDO Zone Initiative and president of Ecostrat, the biomass due diligence firm behind the assessment.
'Ligonier Industrial Park is exactly the type of shovel-ready site the BDO Zone framework was designed to spotlight: full utilities, rail and air access, and a feedstock base backed by decades of production history,' Solomon said. 'We expect this rating to accelerate serious conversations with developers looking at the Midwest.'
The Noble County rating was supported by funding from the USDA's Rural Business Development Grant.
