Luxembourg’s latest EU Recovery Funds tranche includes biogas support

The European Commission has approved Luxembourg's third payment request for €92.2 million under the EU's Recovery and Resilience Facility, part of the NextGenerationEU programme, after confirming the country had satisfactorily completed all five milestones and four targets tied to the request.

Among the measures covered is a reform of Luxembourg's sustainable biogas support scheme, bundled within a wider package of renewable energy and clean mobility commitments. The same tranche also covers Luxembourg's support for 42,000 zero-emission vehicles, exceeding its 38,000 target, and the installation of 25 MWp of photovoltaic capacity on business premises.

The payment request, submitted on 24 July 2026, also includes measures on healthcare reform, digitalisation of public services, cross-border quantum communications, nature and biodiversity protection, and anti-money-laundering safeguards.

Once paid, this tranche will bring total funds disbursed to Luxembourg under the Recovery and Resilience Facility to €182 million, representing 76 per cent of its total allocation, with 87 per cent of all milestones and targets in its recovery plan now fulfilled. Luxembourg's full plan is financed by €241 million in grants.

The Commission has sent its preliminary assessment to the EU's Economic and Financial Committee, which has four weeks to deliver its opinion before payment can proceed. With the Recovery and Resilience Facility closing at the end of 2026, member states were required to complete all outstanding milestones and targets by 31 August 2026, with final payment requests due by the end of September 2026.
