In February, the Office of Management and Budget (OMB) issued a memorandum to federal agencies stating they must cease issuing federal aid until the administration had reviewed their programmes. The OMB rescinded the memo after a judge froze the order in response to a lawsuit, but agencies were still in limbo because the administration continued to withhold funding from key programmes. As a result of the uncertainty, which was heightened by Congress’s delay in finalising the country’s 2025 budget, agencies were unwilling to commit to future funding opportunities.
