Allegany County, New York has received a Biofuel Development Opportunity (BDO) Zone 'A' rating for woody biomass feedstock supply and infrastructure, marking New York's first such designation. The rating certifies 300,000 bone dry tonnes per year of low-risk woody biomass within a 75-mile drive radius from Belmont, New York.
The 'A' rating reflects strong prospective viability of feedstock supply and infrastructure with low expectations of default risk. The region offers abundant pulpwood and forest residues backed by sufficient logging and transportation capacity to serve commercial-scale biomanufacturing facilities.
Complementing the feedstock base is the Wellsville Business Park, a 22-acre general industrial property approximately 10 miles from Interstate 86, offering on-site municipal electric, natural gas and water service. The site features substantial transformer capacity inherited from its history as a heavy industrial steam turbine testing facility and direct rail connection via Western New York and Pennsylvania Railroad, linking to Class I carriers Norfolk Southern and CSX.
The BDO Zone Initiative provides internationally-recognised, standards-based technical risk assessment of regional feedstock, supply chain and infrastructure with respect to development potential for new biofuel plants. Investment-grade ratings function as location bullseyes for bioproduct development, attracting new manufacturing plants to areas most likely to succeed.
Craig Clark, Executive Director of Allegany County Industrial Development Agency (ACIDA), stated that the rating confirms the region's raw material base, site readiness and workforce depth to support major biobased facilities. He noted that working forests combined with Wellsville Business Park's built-in industrial infrastructure offer developers a low-risk path to rapid project deployment.
Jordan Solomon, Chairman of the BDO Zone Initiative, emphasised that the combination of sustainably-managed hardwood resources and former heavy-industrial infrastructure equipped with power, water and rail represents what developers seek when siting new biobased facilities.
The rating signals regional readiness for biomanufacturing investment and positions Allegany County as a candidate for biomass-to-energy, biochemical or bioproduct facilities. The certification creates investment signals for farmers, economic developers and rural businesses seeking biobased industrial opportunities.
