Ukraine launches national biomethane register to underpin EU export ambitions

Ukraine has officially launched a national Register of Biomethane, a state digital system designed to track, verify and confirm the origin of renewable gas from production through to final consumption or export.
The register, operated by the State Agency on Energy Efficiency and Energy Saving of Ukraine, records volumes of biomethane submitted to and withdrawn from the gas transmission and distribution system, and handles the issuance, transfer and cancellation of guarantees of origin — the documentation required for green gas trade in EU markets.
"We form a full-fledged biomethane market infrastructure, without which its scaling, investment attraction and international trade were impossible," said Anna Zamazeeva, head of the agency.
"From now on, a transparent and understandable mechanism will operate in Ukraine that allows you to identify every cubic metre of biomethane produced, track its movement in the system and confirm its renewable origin."
The system is open to biomethane producers, buyers, grid operators and their authorised representatives. It was developed in line with European renewable energy directives RED II and RED III, and creates the legal basis for Ukrainian biomethane to be recognised in EU markets.
Ukraine exported biomethane to the EU for the first time in 2025, with total gaseous biomethane supplies exceeding approximately 11.2 million m³.
The country currently operates seven biomethane plants with a combined capacity of more than 110 million m³ per year. Key producers include MHP Group, Vitagro Group, Gals Agro and YM Liquid Gas.
Zamazeeva said the register offers investors predictability and protection against double-counting, while giving the state a tool to reduce the risk of fraud and accurately account for biomethane in Ukraine's energy balance and climate policy.
