Tuas Power fast-tracks Singapore’s largest biomass conversion by 2028

Tuas Power has announced plans to convert its Tembusu Multi-Utilities Complex (TMUC) on Jurong Island to run entirely on renewable biomass by 2028 — 22 years ahead of Singapore’s national decarbonisation timeline.
The initiative marks a major step in the company’s Powering Tomorrow, Together commitment and will transform TMUC into Singapore’s largest green steam and green power cogeneration facility.
Once completed, the site will deliver high-efficiency, renewable utilities to key industries while advancing the nation’s low-carbon transition.
TMUC currently has a steam capacity of 900 tonnes per hour and generates 133MW of electricity. Built as a multi-utility plant supporting Singapore’s petrochemical and manufacturing sectors, it was originally designed to operate on an 80:20 coal-to-biomass ratio.
Over the years, Tuas Power has steadily increased the use of biomass — including imported wood pellets, palm kernel shells and locally sourced waste wood chips — to reduce fossil fuel dependence.
The full conversion to sustainable biomass is projected to cut Tuas Power’s reckonable emissions by around one million tonnes of CO₂ equivalent, contributing nearly 20% towards Singapore’s 2030 goal of lowering peak emissions from 64.43 million to 60 million tonnes.
“Singapore’s energy transition is not just a climate imperative but also a strategic opportunity to strengthen our position in the global green economy,” said Michael Wong, Chief Operating Officer of Tuas Power. “The TMUC conversion will deliver reliable, non-intermittent green steam and power for local industries while developing expertise in the growing Southeast Asian biomass sector.”
The project is supported by Tuas Power’s long-term utilities customers such as Arlanxeo and CCD, alongside new partners including YCH Group, StarHub, ABB Singapore and Digital Realty, which have committed to long-term green power purchases. Discussions are underway with additional consumers to expand offtake agreements and ensure the project’s commercial sustainability.
