Australia consults on expanding Guarantee of Origin scheme to cover biogas and biomethane

The GO scheme, which commenced in November 2025 under the Future Made in Australia (Guarantee of Origin) Act 2024, is a voluntary framework for emissions accounting and certification of renewable electricity.
It issues digital Product GO (PGO) certificates that record the origin and lifecycle emissions of a product, enabling producers to make verifiable environmental claims and access domestic and international low-emissions markets.
Biomethane is among the priority products earmarked for inclusion in the scheme's Methodology Determination, which sets out how a product's emissions intensity is calculated.
The determination currently covers hydrogen production from electrolysis, with green metals, low-carbon liquid fuels, and biomethane all in line for addition.
The scheme is administered by the Clean Energy Regulator and is designed to support the Australian Government's Future Made in Australia plan to attract investment in low-carbon industries.
PGO certificates can be used to demonstrate eligibility for government initiatives including the $4 billion Hydrogen Headstart programme and the $6.7 billion Hydrogen Production Tax Incentive.
Further details on the consultation, including the exposure draft of the Guarantee of Origin Methodology Determination Amendment covering biogas, biomethane, and iron ore mining, are available via the Australian Department of Climate Change, Energy, the Environment and Water.
