Hans van Steen is Acting Director on Renewables, Research, Innovation and Energy Efficiency in the Directorate General for Energy in the European Commission.

Mr van Steen began his career in the Danish Ministry for Education and later moved to the Ministry for Energy as Head of Sector for European and Nordic energy co-operation. He joined the European Commission in 1989 as a Seconded National Expert, working mainly in the area of energy technology dissemination. Following several assignments in the fields of energy and transport, he became Deputy Head of Unit for Inter-institutional Affairs (2001 - 2006), Head of Unit for Renewable Energy (2006 - 2013), Head of Unit for and International Energy Relations and Enlargement (2013 - 2017) and Adviser on Renewables, Research and Innovation and Energy Efficiency (2017 - present). He became Acting Director on 1 October 2018.

Mr van Steen holds a Master's Degree in Political Science from the University of Århus, Denmark.

Prior to that, he worked for Sumitomo Corporation head office as well as offices in Saudi Arabia and in Johannesburg (Republic of South Africa) as its representatives. He has been involved in start-up of overseas plantation forest management and operation joint venture as Director. From 2003, he has been intensively focusing on biomass fuel development and sourcing as a head of Biomass Group of Sumitomo Corporation. He holds a BA in Law from Waseda university.

Currently Markus is responsible for the activities of Danpower Eesti AS in Estonia and represents Danpower Group in different associations to develop the German Energiewende with the bioenergy topic.

The Danpower Group is a German energy company and supplies heat, cooling, power and wood pellets to more than 250,000 homes, public institutions and commercial customers in more than 150 municipalities. Danpower owns and operates a number of biomass CHP plants, wood chip boilerhouses and about 40 biogas plant in Germany. Danpower is headquartered in Potsdam, Germany.

Philippe Mengal is the Executive Director of the Bio-based Industries Joint Undertaking (BBI JU) since 1st of October 2015. His mission is to further consolidate the role and responsibilities of the BBI JU.

The Executive Director is the legal representative of the BBI JU. He is the chief executive responsible for the day-to-day management of the BBI JU in accordance with the decisions of the Governing Board.

Mr. Mengal trained as an engineer in Chemistry and Bio-industry at the Gembloux Agro-Bio Tech University and later on in Strategic Innovation Management at INSEAD - Fontainebleau in France.

He started his career in 1990 in France as R&D engineer in the field of biomass fractionation and purification. In 1995 he became Technical Director of a research centre dedicated to biomass valorisation and between 1990 and 1997 he taught in a Master programme on chemical engineering in Rennes, France. He has published a number of scientific papers and awarded 5 patented license agreements.

In his 25 years of professional experience before joining BBI JU, Mr. Mengal held strategic managerial positions in France and Belgium such as CEO of three companies, Global R&D Director of a multinational and Senior Consultant in food ingredient, engineering and life science industries.

Over his career he worked on a variety of markets and notably in Western Europe (France, UK, Benelux) and in former Warsaw Pact countries (Russia, Urkaine, Georgia, Belarus). He is also a visiting professor in Infrastructure and Project Finance at SciencesPo Paris and College of Europe. Prior to joining EIB’s Banking Operations in 2008, he worked at EBRD (London) in 2006-2008 on a secondment from EIB. Between 1995 and 2006, he held legal positions at law firms Linklaters (associate), Freshfields (senior associate), the European Commission and then the Legal department of EIB. He holds degrees in Law (J.D. from ULB in 1994, LL.M. from Duke University) and Finance (London Business School).
